PROBLEM TO BE SOLVED: To smoothly reproduce a natural environment by native kinds by promoting germination by increasing water receiving quantity around one crest- shaped part for forming an artificial soil layer, and easily capturing seeds of native kinds coming flying from surrounding fields and mountains. SOLUTION: An afforesting vegetating material 2 has a vegetating mat 3 containing artificial soil and a cover net 4 for covering the upper surface. Plural crest-shaped parts 5 containing the artificial soil are formed on the vegetating mat 3 by applying a large number of seams 3a, and an unsoiled flat part 6 is secured between a crest-shaped part group 5A and the other crest- shaped part group 5B continuously juxtaposed with several crest-shaped parts. The upper surface of the vegetating mat is covered with the rough mesh cover net 4 knitted up by a vegetable fiber thread bundle. Thus, using quantity of the artificial soil can be reduced, germination of trees and plants can be promoted by increasing water receiving quantity around the crest-shaped parts, and afforestation by native kinds can be reproduced by capaturing coming flying seeds.
