PROBLEM TO BE SOLVED: To prevent the loosening and breakage of paper by a simple structure and to carry out paper passage work under proper web paper tension by installing the first and second braking force controlling mechanisms which are interlocked with a tension detecting mechanism for detecting the tension of a web to be actuated and applying braking force appropriately to the rotation of each paper roll. SOLUTION: A tension detecting mechanism A for detecting the tension of traveling web paper 9 and an air cylinder 15 for applying force against the tension of the web paper 9 acting on an arm 14 are installed in the web paper tension controller of a rotary press. The first and second braking force controlling mechanisms C, D which are interlocked with the mechanism A and change an air pressure to be supplied to brake mechanisms 6-8 to adjust braking force are installed in a fluid pressure supply pipe line B. The first change-over mechanism E which changes an upstream side pipe line connected to a downstream side pipe line 18z from the first pipe line 18a to the second pipe line 18b at the emergency stop of the rotary press and the second change- over mechanism F which changes the upstream side pipe line to the third pipe line 18c for a prescribed time during the connection of paper are provided.
