PROBLEM TO BE SOLVED: To obtain a powdery flame-retardant capable of being readily powdered in a short time and producing a readily handleable molding product having excellent flame retardance and mechanical strength by making the flame- retardant include a phosphazene compound liquid at a normal temperature, etc., an inorganic fibrous substance and a solid binder in a specific ratio. SOLUTION: This flame-retardant comprises (A) 0.5-80 wt.% of a phosphazene compound such as hexachlorocyclotriphosphazene liquid or viscous solid at a normal temperature, (B) 60.0-19.9 wt.% of an inorganic fibrous substance such as fibrous alkali metal titanate, a fibrous transition metal borate, fibrous titanium oxide, carbon fiber, alumina fiber, glass, fiber, etc., and (C) 35.0-0.1 wt.% of a solid binder such as aluminum hydroxide, magnesium hydroxide, antimony hydroxide, melamine (cyanurate) or thermotropic liquid crystal polymer.
