PROBLEM TO BE SOLVED: To manufacture a board which prevents the destruction of a natural environment from occurring and protects forest resources and is less costly and easy to handle by molding and hardening a material obtained by kneading a used paper, water and a non-polluting glue material in the form of a plate. SOLUTION: A used paper 11, an appropriate amount of water 12 and a glue material 13 are charged into a stirrer 5 and the mixture is stirred. Before stirring the mixture, the used paper 11 is softened by soaking it in water or taking some other procedures to carry out the further uniform mixing of the material 10. Next the material 10 formed like a soft clay is molded using a mold 16. The structural strength and density of a completed product is adjusted by appropriately changing the pressure of a press to be applied to the mold 6. After molding the material 10, the completed product is exposed to a solar heat to be dried and the hardened board 1 for building is obtained. The glue material 13 to be used is a non-polluting natural sea weed or the like. Thus it is possible to prevent the destruction of a natural environment from occurring and protect forest resources with the use of this board as well as manufacture of the board which is less costly, safe and lightweight and further, is easy to handle.
