PROBLEM TO BE SOLVED: To provide a rotary cutting tool in which the tool with specifications acceding to a customer's request is easily manufactured and discharge of cutting chips is made good and decrease of cutting resistance is contrived and idle running noise and cutting noise at the time of high-speed rotation are reduced. SOLUTION: Cutting arm rows 21, 22 and 23 are arranged in the peripheral direction of the body 10 of a drum. The cutting arm rows 21, 22 and 23 are respectively equipped with a plurality of cutting arms 20 and guiding grooves 30 of cutting chips. Cutting blades 200 are fitted to the upper edges of the cutting arms 20. Arrangement of the cutting arms 20 in the cutting arm rows 21, 22, 23 differs. The cutting arms 20 in the cutting arm rows 22 and 23 are arranged so as to cut cutting residue of the cutting arm row 21.
