PROBLEM TO BE SOLVED: To provide an electromagnetic driving valve for an internal combustion engine which suppresses influence of inner pressure of a cylinder applied to a valve part at the time of opening an exhaust passage, and prevents phase lag of opening operation of the valve part without increasing power consumption of electromagnets. SOLUTION: A movable plate 8 arranged on a transmitting shaft 9 of a valve part 4 is located between a pair of electromagnets 6 and 7. A first spring member 11 energizes the valve part 4 in an opening direction. A second spring member 12 energizes the valve part 4 in a closing direction. The first spring member 11 has elastic repulsive force exceeding that of the second spring member 12. When energization of the valve part 4 by the spring members 11, 12 is in balance, the movable plate 8 is located between the center of the spacing of the electromagnets 6, 7 and a lower electromagnet 7.
