PROBLEM TO BE SOLVED: To control the temp. distribution in a raceway by using a double tube lance, supplying pulverized fine coal from the inner part of an inner tube and cold blast from the interval between the inner tube and an outer tube, changing the adjustment of the cold blast quantity according to the charging distribution of charged material in a blast furnace and setting the burning focus of the pulverized fine coal to the optimum position. SOLUTION: A double tube lance 9 has a structure, in which an inner tube 21 is inserted into an outer tube 20 and pulverized fine coal is supplied from an inner part 25 of the inner tube and the cold blast is supplied from an interval 26 between the inner tube and the outer tube. The cold blast quantity is changed according to the O/C distributing state of the charged material in the blast furnace and the combustion focus position is set in the raceway. In the case the place predicted so that the O/C distributing value of the charged material in the blast furnace is high, is near the furnace wall, since the setting position of the combustion focus is near the tip part of a tuyere, the supply of the cold blast is regulated to the small quantity. In the case the place predicted so that the O/C distributing value is high, is near the furnace center, since the setting position of the combustion focus is near the furnace center which is far away from the tip part of the tuyere, the supply of the cold blast is regulated to the large quantity.
