PROBLEM TO BE SOLVED: To detect the position of a train existing on a railway with high resolution by detecting the relative positions of a train passing near an axle detecting unit and the axle detecting unit in relation each other in response to the shaft arrangement information and the axle detecting information to be output from the axle detecting unit. SOLUTION: Train existing position to be changed every moment is used for the control of a train as the train existing position detecting information. As an axle detecting unit 3 exists now between an axle A4 and an axle B1, the top position of the train is known to exist between a distance 2a+b+c and a distance 2a+b+1.5 in front of the axle detecting unit 3. In the case where the axle detecting unit 3 receives the axle detecting information that eleven axles passed have through, the axle detecting unit 3 is known to exist between an axle C3 and an axle C4, namely, at a position expressed with X. The top position of the train is understood to exist between a distance 5a+3b+2.5c and a distance 6a+3b+2.5c in front of the position X. Existing position of the train is thereby detected with high resolution.
