PROBLEM TO BE SOLVED: To prevent the welding distortion and to improve the flame resistance by providing a metallic reinforcing body adhered to the reverse side of a panel body and an inorganic adhesive interposed between the panel body and the reinforcing body. SOLUTION: A metallic reinforcing body 19 is adhered to the reverse side of a panel body 18 to reinforce the mechanical strength of the panel body 18. An inorganic adhesive 20 is interposed between the panel body 18 and the reinforcing body 19. A hardener is added to an aqueous solution of metal phosphate or alkali metal silicate and heated to a prescribed temperature for dehydration, whereby the inorganic adhesive 20 is hardened to adhere the panel body 18 to the reinforcing body 19 in the hardening. According to this, no welding distortion is caused in the panel body to dispense with the work for correcting the welding distortion, and the thickness of a substrate can be reduced. Further, the flame resistance can be improved, compared with the case using an organic adhesive.
