PROBLEM TO BE SOLVED: To provide a method of forming a composite coating film excelling in interlayer adhesiveness, finish appearance, and the like. SOLUTION: In this forming method, vinyl silicon-based emulsion paint A for undercoat is applied to the surface of inorganic base material, and next, vinyl silicon-based emulsion paint B for topcoat is applied to form a composite coating film. The emulsion paint B contains a silicon-based resin component B1 and an isocyanate group containing compound component B2 as hardening resin components and the content of the silicon component contained in this resin component B1 is more than that of the silicone component contained in the vinyl silicon resin constituting the emulsion paint A.
