PROBLEM TO BE SOLVED: To improve efficiency and to make a simplified apparatus by forming double corrugated paper sheets by a method in which two paper sheets are passed between stepped rollers of a pair, a flat paper sheet is laminated on each of the sheets, and two corrugated paper laminated paper sheets are produced simultaneously. SOLUTION: Four base paper 1 rolls are provided, and processing into corrugate paper 3 is done by passage between stepped rollers 2 having the middle paper 10 of the base paper 1 and paper 11 in a pair. Paste is applied to the step top part 4 to the paper 10 by an applicator with the corrugated paper 3 arranged in parallel to the other roller 2, and paper 9 is laid on it simultaneously and pressed between the other roller 2 and a roller 14. Next, paste is applied to the step top part 4 of the corrugated paper 3 of the paper 11 with a pasting tool 15 and pressed with a roller 16 from above during the application, paper 12 is laminated on the paste-applied paper, and laminated paper 6 is passed between a roller 18 and a roller 19 and taken up by separate winding rods 7 to make corrugated paper 8.
