PROBLEM TO BE SOLVED: To aim to conserve resources by reutilization of sewage sludge incineration ashes in relation to an asphalt mixture to be used in paving roads or the like, a method for producing the same and asphalt paving. SOLUTION: The entire or a part of the filler such as a natural filler which has been used heretofore is replaced with finely powdered incineration ashes taken out of a sewage sludge incinerator. In other words, in the asphalt mixture produced by heat mixing an aggregate, asphalt and a filler, the entire or the part of the filler is finely powdered sewage sludge incineration ashes. The asphalt mixture using the sewage sludge incineration ashes instead of stone dust as a natural filler is slightly inferior in the property values to that using 100% stone dust as the filler, but for example, the property values as high as those of a base layer 4 and a surface layer 5 are not required for the stabilization of the asphalt in asphalt paving, and accordingly, the asphalt mixture using 100% sewage sludge incineration ashes can be used.
