PROBLEM TO BE SOLVED: To provide an apparatus capable of improving a disaster, an accident, early deterioration or the like, and further improving growing result of vegetables or the like by raising and stabilizing ground potential. SOLUTION: This apparatus comprises a hollow body 1 with a bottom composed of a material having an electric resistance larger than the earth, a movable body 2 fitted to the hollow part 1" of the hollow body 1 so as to be freely and slidably lifted and lowered, and having an outer periphery insulated by an insulation layer 2", and a diameter-expanded part 3 having a potential- receiving face 3' formed at the upper end of the movable body 2, and arranged above the upper opening part 1' of the hollow body 1. A carbon member 5 having an electric resistance larger than that of the material is buried in a hole 4 with a bottom bored at the axial center part of the diameter-expanded part 3, and quartz bodies 6 are installed at the upper end part of the carbon member 5 and along the outer periphery of the potential-receiving face 3' at the same interval. An antistatic member 7 is allowed to intervene between the lower face 2' of the movable body 2 and the inner bottom face 1a of the hollow body 1. |
