PROBLEM TO BE SOLVED: To inexpensively fit a connecting member without degrading the mechanical strength of a steel pipe pillar and the connecting member by moving bolts toward through holes by a carriage, and projecting the extreme end parts outside the steel pipe pillar from the through holes. SOLUTION: When a carriage 26 runs in a steel pipe pillar 12 and moves to a fixed position where combining bolts 16 are conformed to the through holes 20 of the steel pipe pillar 12, a sensr 28 actuates. Consequently, a control signal stopping the carriage is supplied from an operation part 30 to the carriage 26 to stop the carriage 26. Next, a bolt set part 46 is elevated to a fixed height position. Hereby, the bolts 16 project the extreme end parts outside the steel pipe pillar from the through holes 20, 22 of the steel pipe pillar 12 and a connecting member 14. Nuts are threadedly engaged with the extreme end parts of the bolts 16 projected from the steel pipe pillar, and the connecting member 14 can be fitted to the steel pipe pillar 12 inexpensively without degrading the mechanical strength of the steel pipe pillar and the connecting member 14.
