PROBLEM TO BE SOLVED: To obtain a covering material tape of high quality for forming a tobacco continuous material or a filter continuous material by mixing a liquid state paste with gas bubbles and successively applying the same over the covering tape in a state of containing the bubbles for avoiding a blur of the paste. SOLUTION: This method for applying a paste over a covering tape for a filler in the tobacco process industry is to mix a liquid state paste with gas bubbles, especially with inert gas or air bubbles, and successively applying the same over a covering material tape, especially a porous tape material 27 in a state of containing the bubbles. Further, in the device for applying the paste on the covering material tape, it is preferable to constitute so as to provide a mixing device 43 for the purpose of supplying the paste bubbles 41 to a applying devices 42, 42a, and especially for mixing the liquid state paste with gas bubbles, especially with inert gas or air bubbles and supplying the heated paste to the mixing device 43.
