PROBLEM TO BE SOLVED: To improve the function by providing a powder and grain layer having moisture regulating function between rock wool layers, and specifying the grain size, decomposition temperature and weight ratio of the powder and grain. SOLUTION: A powder and grain consisting of charcoal and diatomaceous earth is sprayed to the surface of a rock wool single layer sheet 10 having an unhardened binder mixed thereto to form a powder and grain layer 20. The process of laminating the sheet 10 on the layer 20 is repeated, and the resulting layers are heated to the hardening temperature of the binder or higher with pressurization to integrate them, whereby a rock wool board R is formed. At this time, although the binder is partially adhered to the powder and grain, the binder never perfectly covers the powder or blocks the pores of the powder and grain. The powder and grain consists of an inorganic material having a grain size of 0.3-5 mm and an average pore diameter of 100Åor less and an organic material having a decomposition temperature of 200 deg.C or higher. The weight ratio of the powder and grain to rock wool is set to 5-150 %. According to this, since the powder and grain layer has a sufficient thickness, satisfactory moisture regulating function can be ensured.
