PROBLEM TO BE SOLVED: To provide a member whose surface is resistant to fouling in a flow of water. SOLUTION: This member is used in a flow of water, and is coated with a film composed of at least one type of oxide selected from the group consisting of cerium and yttrium oxides. It has a surface roughness Ra of below 0.07μm, determined by a contact probe type surface roughness meter, in accordance with JIS B0561, and angle of falling of below 50 deg. with water.
