PROBLEM TO BE SOLVED: To provide the subject method useful for giving coated cement-based base materials with high durability and contamination resistance. SOLUTION: This method comprises providing a coating film via an undercoat layer on a cement-based base material; wherein as the undercoating material, a waterproofing agent consisting mainly of an alkoxy group-contg. silane monomer is applied, and thereon, either directly or via a primer, a delustered clear coating composition comprising the components A to D described below is applied: (A) a fluororesin composed essentially of (a) fluoroolefin monomer unit, (b) (meth)acrylic ester monomer unit, and (c) olefinic monomer unit having hydrolyzable silyl group, (B) a hydrolyzed condensate of alkoxysilane, (C) a silica-based delustering agent, and (D) an ultraviolet absorber.
