PROBLEM TO BE SOLVED: To provide a hydraulic pump device which can make its hydraulic device in a compact form, as well as can reduce the manufacturing cost as the whole body of the hydraulic device, by housing a relief device. SOLUTION: When the pressure of an operation oil at the discharge port side is increased more than a rated hydraulic pressure, the operation oil at the discharge port side is escaped by bending a clearance setting plate 7 in the direction of the arrow E, so as to reduce the pressure of the operation oil at the discharge port side. That is, since a circumscribed gear pump 1 is a pump housing a releaf device, it is not necessary to house a releaf device, in a hydraulic device furnished with a releaf device in a separate form, and the manufacture cost as the whole body of a hydraulic device can be reduced. And the hydraulic device can be made compact, as the part that the relief device is not necessary to provide.
