PROBLEM TO BE SOLVED: To dispense with the fitting process by an exclusive narrowing machine, and to eliminate a carrying work of a cross reinforcing bar by providing a reinforcing bar cutting machine, a reinforcing bar guide mechanism, a plastic cap feeding mechanism, a driving mechanism, and a parts feeder in a post-process position of a reinforcing bar straightening machine. SOLUTION: A cutting cylinder 1 and a reinforcing bar guide 2 are arranged immediately behind a straightening machine 7. A plastic cap feeding machine 3 is arranged in the direction opposite to the reinforcing bar guide 2, a parts feeder 4 is arranged on an upper part of the plastic cap feeding machine 3, and a plastic cap is fed to a driving cylinder 6 one by one by a feed actuator 5. A reinforcing bar is extruded immediately before the driving cylinder 6 by the reinforcing bar guide 2 through the straightening machine 7 using a clutch 8. The plastic cap is driven into the reinforcing bar by the driving cylinder 6 to cover a tip of the reinforcing bar. The cutting cylinder 1 is operated to cut the reinforcing bar to a specified length.
