PROBLEM TO BE SOLVED: To cut the surface of pavement in a circular shape by fixing a circular rail member placed concentrically therewith to the same, bringing a cutting member into contact with the surface while it is lowered by a specified amount, and enable a running member to run along the rail member under the above condition. SOLUTION: A cylindrical ring part 11A is placed concentrically with a round hole formed in a region of a pavement surface, and piles are placed into holes 11c of an inner flange part 11B respectively and fixed thereto. A running base 12 is mounted to the part 11A from the above, an outer roller 12A is brought into contact with the inner circumfrential surface of the part 11A while an inner roller 12D is brought into contact with the outer circumferential surface of the part 11A, and the part 11A is firmly held between both the rollers 12A, 12D. Under the condition, a cutting edge 13D is driven by a drive motor built in an elevation base 13A. Thereafter, a wheel 13C is rotated to lower the base 13A along a guide groove 12G, and the cutting edge 13D is urged into the surface of a pavement by a specified depth.
