PROBLEM TO BE SOLVED: To discharge dew condensation producing in the hollow part of a pole without requiring much labor and without damaging design during execution by providing a weeping ditch communicating with the hollow part of the pole on the lower face of a base plate provided on the lower end of the pole provided with the hollow part in the form of an outer flange. SOLUTION: A base plate 2 is provided on the lower end of a pole 1 provided with a hollow part 11 in the form of an outer flange, and a weeping ditch communicating with the hollow part 11 of the pole 1 is formed on the lower face of the base plate 2 up to the peripheral edge part of the base plate 2. The cross section U-shaped or V-shaped weeping ditch 21 is formed at a position immediately under a rib plate 6 for reinforcing the attachment of the base plate 1 and one pole body. Thus, since the hollow part 11 of the pole 1 communicates with the outside through the weeping ditch 21 in a state where the base plate 2 is attached to a concrete foundation 3, dew condensation water produced in the hollow part 11 of the pole 1 is drained through the weeping ditch 21 to the outside.
