PROBLEM TO BE SOLVED: To improve the coding/decoding efficiency and to decrease the number of memories to be used by selecting a transmission parameter from a set of parameters, generating an interleaver to maintain the deletion enabling performance in a polynomial and performing a coding operation via a turbocoder. SOLUTION: An interleaver is generated to select a number showing the number of sequences of binary symbols which are coded based on a selection standard of transmission of the binary symbols showing the physical quantity, to select a transmission parameter from a set of parameters including the interleaver, etc., and to maintain the deletion enabling performance in a polynomial. Then a coding operation is performed by a turbocoder. A 1st coder 102 of the turbocoder outputs the sequences v1 and v2 from a sequence (a). An interleaver 103 outputs a sequence (a*) that is the symbol of the sequence (a) and interleaved in a different order from the sequence (a). Then a 2nd coder 104 outputs a 3rd sequence v3 from the sequence (a*).
