PROBLEM TO BE SOLVED: To easily and efficiently generate a reduced water by providing a catalyst with a diaphragm permeable to hydroxide ion OH- selectively. SOLUTION: An electrolytic cell 1 is provided with a cathode 2 and an anode 3 and they are connected to a power source. A catalyst 4 is firmly held to the anode 3, a diaphragm 5 is firmly attached to the catalyst 4, and the diaphragm 5, catalyst 4 and anode 3 are arranged in this order. The diaphragm 5 is a film-shaped Teflon(R), cellophane or ion-exchange membrane and selectively permeable to hydroxide ion OH-. A requisite amt. of city water is poured into the electrolytic cell 1, and a voltage is applied on the cathode 2 and anode 3 to electrolyze the city water in the cell 1. Consequently, neutral reduced water alone is obtained only by electrolyzing water.
