PROBLEM TO BE SOLVED: To remotely control a modem by operating a remote diagnostic unit through using remote control software, which is installed on both of a control computer and the remote diagnostic unit, thereby testing a test modem, comparing the test modem with a reference modem, correcting it and installing new modem software on the remote diagnostic unit. SOLUTION: A modem connection of the remote diagnostic unit RDU 1 with a control modem 11 is formed via a control line 7a, a power control unit 9, a control line 7b by using a control modem 5 of a control computer 3. An instruction for connecting with an outgoing line 19 is given to the RDU 1 by using the reference modem 15 first, a test modem 13 next, and performance of the test modem 13 is monitored by comparing the test modem 13 with the reference modem 15 by an operator. When the test modem 13 is an HST modem, a function of the HST modem is changed by installing the new software on the RDU 1.
