METHOD AND DEVICE FOR DETECTING STILL IMAGE

PROBLEM TO BE SOLVED: To obtain a moving image information detecting method capable of highly accurately detecting an image subjectively felt as an image of small movement from a moving image sequence, and a device for realizing the method. SOLUTION: The device is provided with a frame memory 301 for storing images, a changed block detection means 302 for finding out a changed block from a difference between plural frames, a connection degree calculation means 303 for finding the degree of connection between the frames, an image characteristic judging means 304 for detecting a still image by a previously determined threshold based on the degree of connection between the frames, and a judged result output means 305. Thus the still image can be detected with high sensitivity and high accuracy by using the connection degree of the changing block.
