PROBLEM TO BE SOLVED: To facilitate setting operation, to shorten required time, and to improve setting accuracy by automatically operating the setting of an offset azimuth signal as the initial value of an azimuth angle according to a setting request in the case of using a gyro signal indicating a displacement of azimuth angles. SOLUTION: An offset azimuth signal is set as the initial value of an azimuth angle. A gyro signal indicating a displacement of azimuth angles is added to the set offset azimuth signal, and it is utilized as the azimuth signal of a ship itself during its navigation. In this case, a signal for requesting the setting of the initial value of an absolute azimuth angle is transmitted at the time when the power source of a gyro device 1 is on, and the display data 3 of the absolute azimuth angle from the gyro device 1 at the time or an NMEA azimuth angle signal (an azimuth angle signal among slow control signals based on 'NMEA (National Marine Electronics Association)' standards) is automatically inputted to a radar device instructing part 6 as the initial value of the absolute azimuth angle.
