PROBLEM TO BE SOLVED: To carry out a reinforcing earth construction method by an external binding method in a flat landform where an earth cutting face cannot be utilized as a back face. SOLUTION: A first wall face material 1 on a surface side having a slope gradient and a first wall face material 3 on a rear side are installed on a foundation ground face. Next, a first reinforcing material 4 is spread on the foundation ground face across both first wall face materials on the surface side and the rear side to connect end parts of the first wall face material on the surface side and the first reinforcing material with end parts of the first wall face material on the rear side and the first reinforcing material. After the connection, a fill material is tightened and fixed up to a wall height of a first layer. A predetermined fill is applied up to the same height as the first layer at the back of the first wall face material on the rear side. Then, as for a second layer,-a second wall face material 1 on a surface side, a second wall face material on a rear side, and a second reinforcing material are sequentially installed and spread on the first layer in the same way as the first layer. Furthermore, end parts of each wall face material and reinforcing material are connected, and then a fill material is tightened and fixed up to a wall height of the second layer. The fill is applied up to the same height as the second layer at the back of the second wall face material on the rear side. After that, this process is repeated sequentially to complete the fill up to the planned height.
