PROBLEM TO BE SOLVED: To efficiently register and manage the media when registering and managing data on a mass-storage medium having plural media. SOLUTION: A managing computer 1 receives registration data and key information from a terminal device through a communication mechanism 16, registers the key information in a data base 12, judges the medium according to the registration conditions of the key information by referring to a previously provided table 11a, confirms whether or not registration to the medium of the mass-storage medium 4 is possible, and registers the data to the medium when the registration is possible or temporarily register the data in a temporary file 13 when not and then registers the data to the medium of the mass-storage medium 4 after the received data are registered.
