<p>PROBLEM TO BE SOLVED: To realize an encoding method capable of encoding an inputted moving image by a variable bit rate(VBR). SOLUTION: In the encoding method for encoding a moving image by a variable bit rate, a reference bit rate r1 slightly lower than an average bit rate r0 to be used for encoding a moving image by a fixed bit rate is set up and a difference between the average bit rate r0 and the reference bit rate r1 is multiplied by a time component t1 to find out standby capacity. In the case of encoding the moving image by a bit rate higher than the reference bit rate r1, the standby capacity is reduced. In the case of encoding the moving image by a bit rate lower than the reference bit rate r1, the capacity is increased, and when the capacity becomes zero, the encoding bit rate is set up so as not to exceed the reference bit rate r1. Since the moving image can be encoded by the reference bit rate r1 even when the capacity becomes zero, the deterioration of picture quality can be avoided.</p> |
