PROBLEM TO BE SOLVED: To easily take out a base sheet contained in a waste form-plate container from the container. SOLUTION: A waste form-plate container 22 for recovering a base sheet 13 is removably mounted on a bottom plate 21c of a support frame 21. A cover plate 24 is openably supported to a shaft 25 as a center at an upper end opening of the container 22, and always held in a horizontal state by a spring 26. A cover plate pressing mechanism 51 is provided at an upper part of the frame 21, and a pressing roller 57 for pressing an upper surface of the plate 24 is provided at an end of an arm 54 to be driven. A shaft 52 is rotated to rotate the plate 24 clockwise around the shaft 25 as a center to clog the sheet 13 in the waste form-plate container 22 while compressing. When the sheets 13 are fully filled in the container 22, a grip 22a is grasped and the container 22 is taken out from the frame 21. Then, the sheet 13 can be taken out only by opening the plate 24.
