PROBLEM TO BE SOLVED: To effectively reinforce a cylindrical grinding wheel, and extremely facilitate manufacture of the reinforced cylindrical grinding wheel. SOLUTION: In forming kneaded matter containing abrasive grain into a cylindrical form, a mesh sheet 3 is wound around a core rod to obtain a specified thickness condition of the mesh sheet 3, and the kneaded matter containing abrasive grain is painted to the mesh sheet 3, so the kneaded matter containing abrasive grain is engaged with the mesh sheet 3. In manufacture, the cylindrical form of the kneaded matter containing abrasive grain can be held, and after it is baked, an abrasive grain-containing layer 2 is reinforced.
