PROBLEM TO BE SOLVED: To decrease leakage from a steam path in a steam turbine by sealing with an elastically non-pored member between seal segments that are adjacent in a circumferential direction, and by pushing the seal segments remove in the circumferential direction. SOLUTION: A rotor 14, a casing 16 and seal assembly 10 are provided on a rotating machine 12. The seal assembly 10 has a plurality of seal segments 22, 24, 26, 28, 30, and 32. Those seal segments 22, 24, 26, 28, 30, and 32 are arranged in a channel 20 in a circumferential direction. An elastically non-pored member 40 is engaged with grooves 34 of the seal segments 22, 24, 26, 28, 30, and 32 that are adjacent to the circumferential direction to seal between the seal segments 22, 24, 26, 28, 30, and 32 for providing so as to push the seal segments 22, 24, 26, 28, 30, and 32 remove in the circumferential direction.
