PROBLEM TO BE SOLVED: To efficiently allocate channel slots in a TDMA-TDD radio communication system even in the case of an asynchronous call having respectively different transmission speeds in up and down lines. SOLUTION: The TDMA-TDD communication system realizes bidirectional communication by dividing a frame 201 into plural slots 204 to 211 as respectively different logical radio transmission lines, multiplexing lines to plural mobile terminals or the like and allocating some of the divided slots 204 to 211 as an up line and a down line. A signal indicating respective transmission speeds required for up and down lines is sent from the call generation side to a call having respectively different transmission speeds required for the up line and the down line and the line management side allocates the number of slots corresponding to the transmission speed to each of the up and down lines.
