PROBLEM TO BE SOLVED: To provide a louver-containing double-layer panel, by which an excellent feeling of opening is obtained by simplifying structure while simultaneously ensuring not only daylighting properties from the outdoor side but also seeing- through properties from the indoor side. SOLUTION: The louver-containing double-layer panel is composed of opaque tabular support pieces 12 with two strips or more of oblique groove sections 13 and opaque slats 15 with two strips or more of orthogonal groove sections and through-holes 17. A louver 11, in which a plurality of the slats 15 are arranged to a plurality of the tabular support pieces 12 arranged in parallel at regular intervals while crossing these tabular support pieces 12 and corresponding and coinciding each oblique groove section 13 and orthogonal groove section are fitted and fixed mutually, is installed into the space 24 of the double-layer panel at that time.
