PROBLEM TO BE SOLVED: To detect the exchange timing and deterioration phenomenon of an insulator by arranging a capacitor in series and connecting a discharge circuit for discharging the capacitor in parallel when one portion of the capacitor becomes lower than an application voltage. SOLUTION: Capacitors Ci (i=1-n) are connected in series, and an AC application voltage V is applied between capacitors C1 and Cn. An anode A of a triac T is connected between capacitors C2 and C3 via a coil L, a cathode C is connected to a capacitor C1, and a gate G is connected between the capacitors C1 and C2 via a trigger diode D. An allotted voltage between the anode A and the trigger diode D becomes V/n, the gate G is opened when the allotted voltage exceeds the break voltage of the trigger diode D, and the triac T conducts electricity. As a result, the capacitors C1 and C2 are discharged, the anode A and the cathode C become an equal voltage, and the triac T does not conduct electricity. A needle-shaped wave generation circuit enables the state of an insulator to be estimated.
