PROBLEM TO BE SOLVED: To obtain a highly water-absorbing liquid composition which is a liquid and having high water-absorbing properties, useful for a foundation improving agent by blending a water-absorbing agent, a solvent and a sedimentation suppressing agent. SOLUTION: This composition comprises (A) a water-absorbing material (preferably polymer of hydrophilic saturated monomer, polysaccharides, polyamine, polyimide), (B) a solvent (preferably polar solvent not including water, for example, alcohol, polyethylene glycol, ethylene glycol or the like), and (C) a sedimentation suppressing agent (fibrous minerals are preferred), and the composition is highly water-absorbing liquid composition. This composition preferably includes 30 to 80 pts.wt. of the component (A), 20 to 50 pts. of the component (B) and the weight ratio of the component (B) and (C) is 100:3 to 10. This composition is obtained by mixing dispersion obtained by dispersing the component (C) in the component (B), with the component (A). This composition absorbs water included in weak ground including water by injecting the composition to the ground and is usable in various fields as the foundation-improving agent.
