摘要 PROBLEM TO BE SOLVED: To provide an information communication system where mis-connection or deterioration in traffic does not take place even at setting of a communication path and to provide a monitor controller used for this information communication system, a transmitter and a path setting method. SOLUTION: Prior to setting of a communication path, a monitor controller WS1 transmits a setting request signal for a cause to changeover of highest priority to each of transmitters N1-N3 (304-306) so as to set a switching stat of each of the transmitters N1-N3 to be a switching state of highest priority in all switching states relating to an APS function (307-309), then the monitor controller generates a signal to changeover connector switches (310, 311) so as to change over the connector switches of a plurality of the transmitters (312, 313), thereby sending a transmission line changeover cause release request signal with highest priority (320-322).
