PROBLEM TO BE SOLVED: To provide an apparatus for manufacturing a frame capable of conducting a shop assembly and a nailing work in the case of manufacturing the frame for a wooden panel, and of assembling and nailing the frame without taking space. SOLUTION: The apparatus 100 for manufacturing a frame assembled in a square frame state with lateral and longitudinal sash bars comprises a shop assembling device 8 for shop assembling the frame by assembling the lateral and longitudinal bars, a nailing unit 9A for striking nails from a side end face of the shop assembled frame to connect the bars perpendicularly disposed, and a conveyor 9B for conveying the frame shop assembled by the assembling device 8 to the unit 9A. In this case, the assembling device 8 is provided above the conveyor 9B.
