PROBLEM TO BE SOLVED: To make excellent the adhesion to a finish high weather resistant coating film and to prevent a trouble accompanying the lowering of interlayer adhesion by making a coated plate have a finish coating film and an emulsion coating film just below it on a substrate, making the emulsion coating film contain an aggregate of a specified wt.%, and making the finish coating film a weather resistant film formed of an emulsion-based paint. SOLUTION: In the emulsion paint, the movement of heat and water required for adhesion of emulsion particles is urged and film forming and drying thereof can be promoted. In this way, interlayer adhesion with the finish coating film is largely improved. Aggregate in the coating film is made to occupy 8-40 wt.%. As for the aggregate, its particle size is specified together with the blended quantity according to the thickness of the enamel coating film, but in general, it is proper that average particle size is 200μm or less, furthermore, 150μm or less. After enamel coating is applied, it is dried and finish coating is performed. In the finish coating, by emulsion paint, a coating film excelling in high weather resistant, particularly, ultraviolet resistant property can be formed.
