PROBLEM TO BE SOLVED: To obtain a monitoring device capable of accurately detecting a target to be monitored on a background having time based flicker such as the motion of waves or trees. SOLUTION: An intruder candidate is detected based on a difference between the luminance in a current frame and that in a 1st background image (dynamic background). The dynamic background is quickly updated by a dynamic background updating circuit 2130 so that the flicker of waves in the current frame can be reflected. A difference tracing circuit 2150 traces the intruder candidate in each frame. When the candidate is traced for a prescribed time, the candidate is judged as an intruder by an intruder deciding/informing circuit 2160. An image including the detected intruder is registered as a template. A pattern updating detection circuit 2190 can detect an image having no differences by applying pattern machining to the current frame by the registered template.
