UP SAMPLING FILTER FOR DOWN CONVERSION SYSTEM

PROBLEM TO BE SOLVED: To form a set of low resolution down sampled pixel values from a set of low resolution pixel values corresponding to a surplus image of the current frame of a video signal, etc., by eliminating a set selected from low resolution pixel value. SOLUTION: A down conversion filter 216 performs low-pass filtering of a high resolution coefficient in a frequency domain. A down sampling processor 232 eliminates space pixel through thinning of a main profile applied to a low- pass filter and a high level picture and generates one set of such pixel values as shown on a monitor having lower resolution. An MV translator 220 scales a motion vector for each block of a received picture coinciding with subtraction in resolution for non-intra-macroblock coding. A low resolution motion block generator 224 performs up sampling of a thinned low resolution motion block, generates half pixel value and supplies a motion block with half pixel accuracy.
