PROBLEM TO BE SOLVED: To effectively and efficiently start the operation of a secondary-side bias circuit by a method, wherein an electric-charge reservoir voltage is increased when the trickle current of an electric-charge reservoir is retained, a latch connects the electric-charge reservoir to a power-supply control circuit, when the electric-charge reservoir voltage reaches a threshold and the electric- charge reservoir is operated when the operation of the power-supply control circuit is started. SOLUTION: In an electric-charge reservoir 210, a third capacitor C3 receives and retains a rectified trickle current from an input circuit 205 during the start time of a power converter. The rectified trickle current crosses the third capacitor C3 so as to increase voltage. Thereby, an electric charge which is interlocked with the trickle current is retained in the electric-charge reservoir 210. A latch 215 is connected to the electric-charge reservoir 210 and is operated, when a voltage which crosses the third capacitor C3 reaches a threshold. Then, the latch 215 connects the electric-charge reservoir 210 to a bias load 220 and acts as a power supply control circuit which is used to start its processing operation. The latch 215 is includes a fifth diode D5.
