PROBLEM TO BE SOLVED: To execute washing during lifting a rod element by avoiding contamination of a reactor pool, a storage pool or the like by constituting the washing device by using a frame having a suction extraction orifice and a discharge pipe. SOLUTION: For instance, when the bundle of the spent fuel element 2 of a nuclear power plant is taken out from a reactor pressure vessel or a storage rack, a device 1 for washing the periphery of the bundle of the fuel element 2 is composed of a device frame 3 or the like having an orifice 4 passing the bundle of the fuel element. For instance, the device frame 3 is provided with, for instance, a supply pipe 6 of water being liquid for washing, an outflow orifice 5, a suction extraction orifice 9 and a discharge pipe 10. When the bundle of the fuel element 2 passes through the inside of the frame 3, washing is performed by outflow water from an outflow orifice 5, impurities removed from the surface of the fuel element 2 are sucked from the suction extraction orifice 9 together with water. The use of gas or gas and liquid and the selection of low/high levels of washing pressure are performed.
