PROBLEM TO BE SOLVED: To provide a semiconductor circuit designing device which can securely connect a power supply line and a ground conductor when a subthreshold current reduction circuit is designed. SOLUTION: The semiconductor circuit designing device is equipped with a control part 1, a circuit diagram input part 2, a net list generation part 3, a logic simulator 4, an output voltage extracting circuit 5, a circuit diagram generation part 6, and a circuit diagram output part 7. The circuit diagram generation part 6 generates a circuit diagram wherein the power supply terminal of a selected logic circuit is connected to a subordinate power supply line and the ground terminal is connected to a main ground conductor when the output voltage of the logic circuit is at an L (logical low) level and a circuit diagram wherein the power supply terminal of the logic circuit is connected to the main power supply line and the ground terminal is connected to a subordinate ground conductor when the output voltage is at a H (logical high) level.
