PROBLEM TO BE SOLVED: To eliminate resistance loss of flowing water and to make a device play a role of a shut-off valve by providing a vent part, a siphon chamber or a water reserving layer at a location lower than the surface of water on the basis of a water source in a siphon structure provided by crossing a cutoff wall sectioning a dam water source or the like by the vent part, sinking one end in the water source and situating the other end at a dam downstream. SOLUTION: When pumping is impossible by only a water channel of a structure of a siphon 5 provided by crossing a cut-off wall 3 sectioning a dam water source 1 by the vent part 4, sinking one end in the water source 1 and situating the other end at a dam downstream 2 in an intake device 11a of a dam water source 1 or the like, the vent part 4, a partitioning chamber or a siphon chamber is provided at a place located on a surface lower than the surface of water on the basis of the water source 1. In order to impart an initial water level to the water channel of the siphon 5, an intake device 6a constituted of a pump 7 taking priming water, drawing water and pumping water from a separate circuit, a flow rate limiting device, a valve 8 and an air vent device 9 is provided. Further, at a place located on a surface lower than the surface of water on the basis of the water source 1, a generator 12 is installed at a downstream to which water is discharged from the vent part 4.
