PURPOSE: An encoding system and method for a magnetic recorder are provided to minimize a required length of a record pad field by minimizing trailing exception. CONSTITUTION: An encoding system for a magnetic recorder includes a data receiving controller(1) for transmitting record gate data to an encoder(4) in the form of "0" and "1" bits. The encoder(4) generates run-length-limited codes determined by the record gate data, transmits the run-length-limited codes to a disk, and generates a second coding rate when the record gate data does not comply with the run-length-limited code standard. The run-length-limited code is composed of run-length-limited having a standard of two-third coding rate that requires at least one "0" and at most seven "0"s between adjacent "1"s. A bit generator 2 is further provided to provide a free from the exception to a predetermined number of data bits in a data field.
