PURPOSE: A method for constructing is provided to simplify existing constructions of a floor and a ceiling constructed by passing various processes with an insulating panel, to prevent a safety accident generated during a construction, to reduce an air and to reduce a constructing cost by improving a mold for supporting the insulating panel. CONSTITUTION: To construct a floor and a ceiling of a building such as an apartment and so on, cushion mats(2,3) having the insulating and the sound-isolating effects are installed, and a heating floor is plastered with a mortar thereon after spreading a leveling sand on a slab concrete mat(6) for increasing the flatness of the floor. The insulating and the sound-isolating effects are increased by filling an air or a gel in a polypropylene, a polyethylene or a vinyl pocket of high density. Cushion mats(2,3) are fixed with a concrete nail(9), and a molding for fixing the cushion mats(8) is performed for isolating a noise and a heat transfer generated in the floor at that time. The insulating panels(4,5) stuck an incombustible material(5) formed by a plaster board or a Baumlite in the lower part of the insulating material(4) such as a styrofoam is stuck under the slab concrete(6). The ceiling is finished by papering the lower face of the incombustible material with a wallpaper(7) as occasion commands after finishing the installation of the slab, or the incombustible material is exposed without a separated finishing process.
