PURPOSE: A money approving method for internet electronic commercial transaction is provided to safely perform an electronic commercial transaction by encoding data read from a card and data related to a buying and transmitting the encoded data to an information telecommunication company. CONSTITUTION: A card reading system(110) for a PC reads data stored in a card using a none-chip microprocessor, converts the read data into a character series to be recognized in a computer, and transmits the converted character series to a personal computer(100) using a communication port. The personal computer(100) is connected to an information telecommunication company(130) using a telephone line when the personal computer(100) for installing the card reading system(110) operates a credit card settling program and a card inputs the card reading system(110). Card information of a user read from the card reading system(110) and a member store data are transmitted to the information telecommunication company(130). The information telecommunication company(130) is connected to a finance settlement institute for investigating a credit to a corresponding card, and is connected to a corresponding card company for checking a card limit and an accident situation of a member to perform a money settlement.
