PURPOSE: A telephone conversation system with owner using car number plate is provided to be connected to a telephone number for identifying car owner using a car number plate with a communication equipment CONSTITUTION: A telephone conversation system with owner using car number platecomprises steps of: requiring information of the owner by a user; taking direct conversation with the owner in response to a required information; identifying a connection point to the owner if the direct conversation is impossible; and having a direct conversation with the owner if possible. The system comprises a communication equipment, an information center(30) and a database(40).
